The Uneasy Road towards Cotabato State University

On May 24, 2013, President Benigno Aquino approved the conversion of Cotabato City State Polytechnic College (CCSPC) into Cotabato State University which was filed as Republic Act No. 10585.

The road this tertiary institution took afterwards was no easy.

In a report rendered by Commission on Higher Education (CHED), it was stated that CCSPC “might not be able to have substantial compliance with the CHED’s requirements before the January 2016 deadline.”
Section 26 of RA 10585 prescribes six operational requirements the school must comply:

1. Level III Accreditation or equivalent under CHED Policies for at least four of its undergraduate programs, one in liberal arts and one in the sciences and two in graduate programs,
2. Ratio of qualified full-time faculty with requisite degrees to number of students,
3. Adequate library and laboratories,
4. Research and development output of practical and commercial application to the community,
5. Relevant linkages and outreach programs that are of service to the community, and
6. Relevant academic policies, systems and processes.

On June 30, 2016, Representative Bai Sandra Sinsuat Ampatuan Sema of the First District of Maguindanao and Cotabato City, filed House Bill No. 95 seeking to recalibrate the compliance of the CCSPC ensuring the college will have ample time to comply with the requirements.

In a Senate file filed on May 8, 2017 , Section 26 of Republic Act No. 10585 was amended, stating “The institution shall retain its status prior to the effectivity of this Act, unless in the meantime it is able to comply with the requirements provided herein[, within a period not exceeding January 1, 2016] ON OR BEFORE December 31, 2021.”

Today massive schemes has been implemented by the school in order to strengthen the efficiency of the management of President Dammang S. Bantala, the current school president, in complying with the said requirements.

As stated in the school’s website, the result brought two programs of the College that reached Level III Accreditation Status namely: Master of Public Administration and Master in Education Major in Administration. Also, there were 11 other programs that achieved the Level II Accreditation Status.

CCSPC President Bantala has now been serving on his 2nd Term (2016-2020) as per BOT Resolution No. 04-2016 (January 28, 2016).

The conversion of CCSPC into a university will be highly reliant on the school’s ability to comply with the CHED requirements.

As of currently, there is only one university in Cotabato, and that is Notre Dame University.
